Women are born with the eggs, they start dropping them and become fertile as soon as they get their first menstral period. Most girls get their first period between the ages of 9 and 16 but if you start at a slightly different age it is not abnormal. I started when I was 8, and the doctor said it was fine. I got breasts sooner than all my girlfriends.

The difference is that our eggs do not mature and we do not ovulate until we start menstruating.

The egg are already present in a female ovary since birth. Their numbers are fixed and just waiting for a sperm to fertilized it when the girls reaches a child-bearing age.

I believe you may be trying to ask at what age do girls begin ovulating. It all depends on the girls physical makeup. Some girls begin their periods as young as age 9, while others begin their periods at age 14 or 15.

In the womb actually. But, if you are wondering when they can get pregnant, not until thier first period. But, that can be really early, mine was age 10. Even if the girl hasn't gotten her period, you should use protection against STD's. (and if she's that young, she probably shouldn't be having sex anyway, leave her alone.)
