find some of your gang members (that's the ones walking around in green), target them as if you were going to shoot them. Then with the target button held down, press up once. good luck and merry xmass

Don't listen to the guy above. You will be taught how to do it in the mission 'Los Sepulcros'. The third last mission before you will be sent to Angel Pine.
Just target your gang members, which will appear around Grove Street, or if you have cleared the mission 'Doberman', they will appear in the areas that is marked green on your map. Target them using right-click and then press G or H.
There is a limit of number of gang members that you can recruit once. It will increase as your amount of respect increase, which can be achieved by killing enemy gang members or winning gang wars.
