The converter has materials that do indeed help clean the air and convert certain gases into other gases. Catalytic converters are needed mostly when the engine is not at its normal operating temp. a well tuned engine in good shape can pass emissions tests without a converter on the car. The converter cleans the gases that are produced before the engine fully warms up and combusts the fuel at its top efficiency. If you are going to get an emissions test, make sure you drive the car for at least a half hour to get the engine up to temp.
