Was there a court order for child support? If there was then yes the child support is still owed. My question why was the non-custodial parent not paying support when this child really needed??

Yes its still owed morally is it your child if so you owe that child for life simple because its yours put yourself in the place of your child how do you feel about this question truethfully the child may have been taken care of by someone else but where does your responsibility come in think about it..what will your child think of you in the future if you love your child and are financally able you should support your child in everyway you can you should love them enough to want to

Yes, in most states the child is the one who has to pursue it in court.
It is no longer in the hands of the parent that was/should have been receiving child support.
The child that is 23 has to get and attorney and pursue the parent for unpaid monies. Provided it was a court order child support the child will win.
