Satellite Launch Vehicles (such as India's PSLV & GSLV) are meant to put their payload into orbit around Earth. Once this is done, nobody really cares what happens to the vehicle itself - it will fall back to earth after some time and probably burn out in the atmosphere
Contrast with ICBM - the payload (Warhead - conventional or otherwise) destination is on earth and not space. So the vehicle better survive re-entry into earth's atmosphere long enough to guarantee some amount of accuracy. Thus an ICBM will have a plasma hardened heat shield for re-entry and additional software to guide it to its mailing address

There's no reason why an SLV can't be used as a weapon. In fact some of the very early space program launch vehicles were military ICBM's modified to hold a capsule instead of a warhead.

If I'm not mistaken, SLV means Submarine Launched Vehicle as opposed to Inter-Continental Ballistic Missile (ICBM). I'm not sure if any ICBMs are launched via submarines. The advantage of submarines (besides being a mobile launching base) is that they can approach their targets stealthily -- close enough that short or medium range missiles would be adaquate to commit mass-murder without the need for larger, more massive long-range missiles.

ICBM means Inter Continental Ballistic Missile . It is a missile carried by a rocket to one continetn to another . It is a rocket wih a missile head , that is a bomb and the rocket carries it over a lange distance to an assigned target . SLv is a sattellite launchig ?Vehicle . this is also a rocket ,but it carries a sattellite instead of a bomb , for research in the sky or to e staioned in the space for communication and military purposes like watching the movement of troops and arms and ammunition of emeny countries .

SLV the Space Launcch Vehical is designed to put payload in space.While incase of ICBM ,it require to re-enter in to the atmosphere with re-entry capabilities.If SLV is converted in to ICBM with re-entry modification,it will be no longer known to be SLV.

SLV is called as Satellite launch Vehicle.It was used by India to launch satellites like Aryabhatta in th 60s.
It was a thin rocket,less powerful.so it cannot b used as an ICBM.
ICBM(Inter Continental Ballistic Missile) is a missile which is used 2 attack targets in another continent.
Certain technologies of India's advanced launch vehicles like GSLV can b used e.g cryogenic engines used in th final stages of GSLV can b used 4 an ICBM.
