The HLEN is 4 bits long in IP Datagram and the length of header is 20 bytes. If we turn all four bits ON(1) it becomes 15 but the minumuim header length is 20. Can any body explain it? May be i'm not getting it right.

It's the Header Length expressed in 4-byte words. If the header is 20 bytes, the HLEN should read 0101.
