An IP camera is a digital video camera (typically for video surveillance) that natively converts the video stream directly into IP packets for transmission to a video codec and video processing hardware. They can also typically have an RJ45 ethernet port and accept power over Ethernet so the only thing you need to run to it is a cat5 cable. They often have built in web servers as well, or can be centrally managed. There are also wireless IP cameras, which only need a power source and can be configured to join a WiFi network.
