Which organisation can endorse a new tax regime such as a tax haven?

Taking the example of small islands having no more natural resources such as St Vincent and the Grenadines.
The UN? Perhaps no organisation needs to endorse the new (national) tax policy?

In other words: can a country choose by itself to become a tax haven?
