Say my sister and I were each on a cam talking, is there any way we could tape/record somehow us on the webcam?
(never have used a cam)--and also when we do get on the cam, is there audio as well? Or do we just view one another while typing messages back and forth?
Also, what if we were having a private conversation...is there any way another family member can "trace"/view it?

yes you can be taped on a web cam. as far as audio goes you will need a microphone, usually not included with the camera

a video can be recorded yes,
Sound is there if you are using a mike.
if you are having a private conversation, it could be viewed by someone else on the local network depending on the setup, and the program you are using.

Sounds like someone put a Trojan on your friends computer and was watching her. She should have informed the police. From there the could have tracked it down to the IP address and pressed charges against the person. After that it would be a good idea to have someone from the geek squad clean your computer.
