Enya objected to her song being used at first because she's a pacifist but when it was suggested that they use it to raise money for victims she agreed. Only Time came out before 9/11 the saddest song about it i heard had no words it was "Exhibit 13" by Blue Man Group during their concert as the song played they showed video clips of papers from the towers that wound up in a park.
Lots of songs have been used for 9/11 that weren't related to it. Like a little girls open letter to her father being read inbetween the lyrics of the acoustic version of Heaven by DJ Sammy.

One song that always reminds me of 9/11 is "Feeding the Birds and Hoping for Something in Return" by Australian band Something for Kate. It's on their CD "Echolalia," which was released just before 9/11, but its lyrics are really appropriate to the event:
"In a city that rumbles like an impatient child, he hears everything"
"He sees the buildings waiting, he sees them tired and leaning on each other"
"I know the sound of panic, and I know emergency"

that one where that country singer says he'd like to put his boot in osama bin laden's "rear end". (yahoo! is censoring me) i think it's a pretty sad song, anyway, if you know what i mean.
