Get his liscence the day he turns 18 he dosent have his permit or anything Could he still get it the 18th b-day. I dont know the laws of the state he lives in cause I dont live in the same state as him he lives in Flagstaff Az if that matters?

He is not a drop out his parents just didnt let him get his drivers lisence

if he can pass the driving and written test-at 18-he can get a license in AZ. 18 is legal in all states. It does not matter what state you live in.

He's going to have to take a driving test. At age 18 he no longer needs parental consent.

I have to assume that your friend is a high-school drop out, since he is going to turn 18 and he wants to get his license. The permit program is set up for those who are minors in order to learn to drive. A lot of states have instituted laws banning high school drop outs from getting and/or losing their licenses upon dropping out. At the age of 18, they are able to go and take their test and get it.

~I'm pretty sure he can take his driving and written tests. The next question is who's car will he use to take the driving test and how will he pay for it?

The State of Arizona will have it's own rules... but even if he doesn't have to have a permit, he WILL have to pass a behind-the-wheel driving test... There's a REASON people get permits.. *LOL*
