Originally, the second was known as a "second minute", meaning the second "small" (as in very minute) division of an hour. The first division was known as a "prime minute" and is equivalent to the minute we know today.

A temporal second is not the same a sequential second.
It's like saying that the #2 pencil is the #1 pencil. Or not.
