We would have to call the U.S. in to help restore order and try to separate the internal factions who are bent on killing each other... oh, wait... you mean us? Well, we would just call the French to come help... ah... well... maybe the British? Yes, we could call the British... oh, the House Of Lords would never approve? Well I guess we would just let an evil dictator take over and murder tens of thousands of people at his every whim. And then we would just sit back, throw our fists into the air, jump up and down, and blame it all on Israel.
Ohhh, it's already been done? Never-mind. I guess we'd better just keep holding elections, openly debating the issues, and asking questions.

Well there would be a time of chaos during which people would committ and capitulate themselves to a person who could provide them with relative safety. This would allow for someone to slowly gain and maintain control over either a piece of the country or the whole dependent on circumstances.

Same thing that happened when we had no government system before, but with computers.

When we had no government systems, it created a political vaccum. Then somebody took control. It's been under control ever since. Today, in the U.S., it's under the control of Dick Cheney.
