This question might sound inferior, but not many people are sure of the answer. Buu-han is the Buu that absorbed Gotenks (SSJ3), Picolo, and Mystic Gohan. Evil kid Buu is that small one at the end. (Even Vegeta said that he is not sure which is stronger).

Evil kid Buu Why... He was the one goku killed. They aways make goku fight the strongest. But I do not remember everything about that saga of course witch is understandable so if vegeta said that and no one else found out for sure then maybe Buu-han is stronger but from what I remember the kis or someone said something about Kid Buu being the strongest and vegeta only said that because he could not tell because at that time kid-buu was hiding his power level or for some reason vegeta could not fully detect it.
Getting back to my point they would probably put goku up against the most powerful version and having buus final form being the most powerful.

The originial Buu (a.k.a. Evil kid Buu), but he's even more powerful when he was reincarnated into a nice parents obeying kid.
Buu-han is actually quite friendly and less powerful, he and Mr. Satan later on resume their friendship.

Evil kid buu...when they fight goku says something like "he gets stronger and stronger" if the spirit bomb didn't came at that time maybe it would have been useless...oh and that spirit bomb, if the nameks didn't wish for goku's strength to return it would have been reflected by evil kid buu. buu-han is strong too but not the strongest. he would have become stronger if he ate more people ^_^ hope you like my answer!

The foes are constantly more and more powerful as time goes on in the series. The big bad guys of old are no match for the newer bad guys, thus, unless one was proclaimed strongest earlier on and simply taken from the throne through being defeated, the foes will always be stronger in the newer episodes than they were before. Thereforth, whoever came latest is the strongest.

evil kid buu was more of a threat because he had no limit as to how far he would go to destroy everything. after he absorbed the Kai's he also absorbed the kindness thus making him weaker
