Norrin Radd was released from earth a long time ago. Reed Richards was apologizing to him for having failed to find a way to get him off planet, when Ben Grimm asked if he had ever tried leaving the planet without using his board. It worked! The FF took Norrin up in their space car, and he was able to get beyond the barrier established by Galactus! It was only his surfboard that was blocked! Once beyond the barrier, Norrin was able to transform his board to energy, which could penetrate the barrier, and then changed it back.

But that was only the beginning. He knew he had to deal with Galactus, since it was inevitable that their paths would cross again, and big G might be mad at him for having defied his punishment. Galactus’ then-current herald (Frankie ‘Nova’ Raye) had been captured by some planet Galactus wanted to eat, and they were holding her against Galactus’ cooperation. He was weak from hunger and tired and did not want to see Nova harmed. (Norrin Radd was astonished to realize that Galactus had some real feelings for Nova. On her part, Nova worshipped Galactus as a god, and wondered if she was in love with him, but they apparently never discussed it. He might otherwise have learned that there were better things to eat than silly old planets.

Norrin rescued Nova, and in exchange for that, Galactus decided to allow him to remain free. I had hoped that Norrin and Nova would become a couple, but it did not seem to be in the stars for them. Norrin Radd returned to Zenn-La, where he beloved Shalla Bal lived. She was too busy being empress to spend time with him (when all he could think of was how much he had missed her all those years on earth.) So, he left her to her duties, and went travelling around the universe. He met up with Manits, the Celestial Madonna, and they got together, Apparently, they figured, “If you can’t be with the one you love, love the one you’re with.” But that just didn’t sit right with a lot of people who remembered his faithful devotion to Shalla Bal, all those years, I mean, it’s not like he wasn’t within reach of some very nice Earth girls. But now, just because she seemed to have lost interest, he was riding with Mantis on his board. Some guys just don’t have any class!

His title ran for a while after that, then he was on Planet Hulk, and in the Annihilation War series, but I thought you’d be interested in learning how he was released from captivity.

He's currently part of the Annihilation mini series from Marvel. There was a Silver Surfer Pre-Annihilation mini-series too.

Last seen he was captured and used as a gladiator briefly in the Planet Hulk series (currently running)

He hasn't been earthbound for many, many years... He's free to soar the spaceways

He hasn't been Earthbound in years. He was a gladiator during the Planet Hulk, which is still going on in the Hulk series.
