Governments of poor countries, like all governments (even the wealthy ones) have some level of corruption. An unbareable level. So, whenever they borrow or get money, they spend it on a new Mercedes-Benz limo for the president or a new presidential mansion or anything else that has nothing to do with improving the country. So, I do agree. But I don't agree with the idea that it's only governments of poor countries who do it. Wealthy governments do it too, but they do it on large levels and they can afford it.

evidence can be made any way any one wants it, facts are what u c u do when u do it and everything else is just like the three shell game=u always have to c if there is a pea in the game by lifting all three shell when the game is over, and we don't have access to who got what and when ever the blanks are just as big as on the internet, u are looking at a picture u present here that is now something that americans can no longer address as the very money that was sent before is now jobs that don't pay and don't exist here in america, THE BORDERS CAME DOWN AND THE WHOLE EMPLOYMENT PICTURE AND WHAT IS ON THEIR AGENDAS ARE MISSING IN APPLICATION TODAY, TAKE ANOTHER LOOK AT HOW TO PROVIDE FUNDS FOR OURSELVES CAN'T BE ADDRESSED AND KNOW THE THIRD WORLD WILL HAVE PERPLEXING REALITIES TO FACE JUST AS WE DO-I AGREE THAT IT IS BIN LADDEN WHO WILL WIN THIS USE OF FUNDS

Yes, I agree. But, whats even worse is that much of the money sent to other countries is syphoned off here in the states by crooked politicians. Money sent overseas is hard to track, and even harder to prove that what is supposed to be sent isn't what actually arrives there. Gotta love the Government!
