The UK :)

US undoubtedly.

Blues, Jazz, Gospel, R&B, Country, Motown, Soul - all mainly American and the roots of everything from Rock and Roll to Rock to Pop to easy listening and even to Punk.

British input has been at times individually superior- Beatles (before that nothing, Cliff is unknown in the US), Stones, Floyd, Punk, 80/90 British scene etc., but can be seen largely as a commentary on the US music scene from a Brit perspective. No other country has made such an impact on the American mainstream, but there is no way historically or recently that the UK has matched the quantity and quality of the US output.

All the americans will vote for the USA and all the English will vote for UK.

But if you are asking about modern popular music, I think there is no doubt that all the best music comes from the UK.

I would ordinarily never consider the USA of having anything of value.
However, despite the excellence of British bands since the sixties. I am forced to admit that if America has only one claim to fame, it would be it's music.
Blues, Gospel, Jazz and finally Rock & Roll; all came out of the Delta. They all changed the way we listen to music.
I would even go so far as to say that most of the music innovation outside of the black community this and last century, can be traced to poor white America. Zaidaco and Folk are just two of the new ways created.
I don't think Britain has invented any styles of music in a long time. If you discount New Wave. Punk remember was originally American (the Ramones).

The UK most definitely, and it is cross-genre and cross-decade.

The 60's: The Beatles
The 70's: Pink Floyd
The 80's: Many Bands (My personal favorites: The Cure, Depeche Mode, & The Smiths)
The 90's: Let's not forget The Spice Girls
Now: The Darkness (I don't listen to much new music so I'm not sure on this one, but I do like what I've heard of The Darkness)

The U.K for most types of music, Except soul music that title is in my opinion still held by the U.S.A by Motown/ Atlantic/ Staxs labels. The only really good soul singer the U.K had was Dusty Springfield.

UK. Their sound is way creative than USA. Recent US music all sound the same (like Cute Is What We Aim For and Tourmaline [EUCGH] AND I SERIOUSLY AM SICK OF PANIC AT THE DISCO).
Jeebus; UK music is total love and way better (Bloc Party, foshigiddy).
