Most governments are in place to ensure a stable platform for commerce. Also governments exist to prevent "jungle law" whereby the physically ablest rule the roost. Governments these days are mostly cerebrally conjured and installed. By its very nature then the poor do not have the luxury in indulging in governmental machinations since their foremost concern always is to arrange for the "basic necessities" like food, shelter and security. There is no spare time, effort, energy or knowledge at the poor's disposal to truly represent their concerns and advance their cause. Often members of other social classes take up the causes of the poor due to different motivations. Many are pretenders and not too few charlatans. So modern Governments it seems are agents of stability to ensure a smooth functioning economy, the reins of which will never be in the hands of poor.

Well, it sees them everyday. Just that it choses to ignore them. No, no hard feelings please. Our politicians are not hard hearted. Its just the poor souls are so busy with the following three huge tasks:
1. Using creativity of mind to conjure up an attractive agenda ( before election)
2. Looking for black marks in the opposition or creating some and strengthening their limbs to throw more chairs at each other ( after winning)
3. Pepping up their voice and sugar coating their speeches ( befor the next election period)
There is just one option. Stop depending on them. Individual initiative is required. Take the nobel prize winner, Mohammad Yunus. Through his bank, he gave loans for poor people with no security to get them to have a decent means of a livelihood. Well, you and i need not set up banks but the least we can do is not discriminate against them. I have seen people turning their face away, noses high and frowning at gutters. well, atleast we can do that!

Since in this country (United States) the government is supposed to be "of the people, by the people and for the people", we should be out looking for poor people. It's easy to find them.
If we want to find poor people and help, we should seek not only the individual people, but identify difficulties that people have, and help. Part of that would involve voting for leaders who will act in a gracious manner towards the poor. Our government will find them and help them if we tell our leadership that that is what we want and expect, as citizens. If we tell them that our first priority is our pocketbooks, and that our committment to the poor is not even on the agenda, then maybe our leadership will not be as inclined to seek out the poor.

No option to the govt. but to look about poor. Unless they are taken care, unrest prevails in the society. Governments prime responsibility is to look about poor, marginalised, disadvantaged and downtrodden people so as all can get equal opportunitis at equal scale.

It's not all that hard to find poor people -- they are all over the place. Even the government can probably spot one a mile away.
