Well, if its dark brown slacks, I'd go with a lighter blue color, not baby blue but rather a sky blue, possibly a burnt orange color -depending on your complexion. But, if the slacks are mor of a medium brown go with a maroon.

brown is a neutral color so almost any color will do. just make sure your shoes match the color shirt so it can flow & not look awkward. I would do tan or white myself.
