Clean up what you can with Dawn dish soap and water using a clean white hand towel. Let it dry (completely).
Sprinkle carpet fresh on the area (yes, even on the seat). Let it sit for as long as you can (overnight would be great). Vacuum the carpet fresh.
This will work--and better than Febreeze as the baking soda in the carpet fresh is a natural odor absorber.

rent a steam cleaner and clean the seat and deodorize, do the rest of the car while you have the machine handy. extracting it out is the sure way to remove the milk. Shampoo's and soaps will work a little but your simply moving the stain around. An auto detailing shop can clean this for you or you can call a carpet cleaning company to come out and do this for you, most do car inferiors.

for one, steam clean the area.
next....
A. if you happen to own a ionic breeze from sharper image, then put that in there for 12 hours or more and it will kill the smell. just make sure windows are up while running it.
B. if you don't have one, call around to local detail shops and see which one offers a ionization treatment with an ionizer machine. good detail shops will have one of these around to remove smells from cars.
no spray or anything will work long term as that will only mask the smell. you need to steam clean the area to remove as much as possible and to dilute any that remains. then the ionization process will actually remove the bad smelling atoms from the air.
I've ionized a car that had a dead person in it for 3 days, 24 hrs and the car smelled like an indoor swimming pool for about 2 days then normal.
PS - to the auction girl above me.....sure that works for about 3 wks....that is as long as she ever see's the car. she never realizes that people at the dealership are forced to ionize the car from the bad smell they covered up during selling. anything done at auction is always done half assed, its how they operate.

Put saucers of vinegar on the floor and close the doors overnight. In the morning, remove the vinegar and open the doors to air it out. The smell should be gone.
