Never! Shaved down there is really gross. Without hair, the sweat can't evaporate, as there is little air circulation. The result is that shaved people STINK. You can't smell the people in porn films, but they stink, too. Hair is much more hygienic.

Keep the hair on without shaving, for as many years as you can. Pubic hair has a definite purpose. Shaving pubic hair may be a fashion nowadays, promoted by the porn industry.
However, keep the area clean using plain water, during your shower and before going to bed. Pull your foreskin back and clear the penis of any accumulated secretion called smegma which gives a foul odor.
