Crash was the best low budget movie in my opinion at 6.5 million

Without a doubt, "Breaking Away" (1979), filmed completely on location in Indiana and it SHOULD have won Best Picture over "Kramer vs. Kramer" - one of the best ever feel-good films and for a young man or boy, an absolute must-see film. FYI - it was the launching point of Dennis Quaid's career as well as several other unknowns (at the time) like Daniel Stern, Paul Dooley, Barbara Barrie, Robyn Douglass (a total fox), etc. and Dennis Christopher was a stand-out, deserving of an Oscar nod.
P.S.>>> I also loved "Phone Booth," but I don't believe it falls into the 'small budget' category with Collin & Kieffer as actors well into their careers - I'm sure they commanded high salaries.

Clerks was a great movie and Kevin Smith made it for a rare 6,000 dollars. No one these days could make a movie for that little amount of money. Kevin Smith is a genius man. There really haven't many low budget movies made these days
Oh crap I almost forgot ..The Evil Dead Series ( including Amry of Darkness) Those movie rules and they where shot at a very low budget too. Bruce Campbell was awesome in those movies.
So Evil Dead and Clerks are my favorites...

And a cheesey TV movie called 'When Strangers Appear'...
