Have any junk mail? There's a great way to recycle mail-order catalogs by making PAPER BOWLS. To start, remove the center staples and flatten the pages. Fold one double page in half longways, then again. Keep folding until your paper's about 3/4" wide. That's about the width of a strip of clear tape. Wind the paper strip tightly around itself into a flat circle - like making paper beads, but without a hole. Tape the end down with clear tape. Make another folded paper strip. Tape it to the first one and wind it tightly around, and tape down the end. Keep doing this until you have a flat circle as big around as you want your bowl to be. Then carefully press down in the center and ease the outside upward. It works like a collapsible cup. Be careful. You don't want the layers to separate. You can make your bowl as deep or shallow as you want. When you have it in the shape you want, you need to seal it so it won't collapse again. Just mix a little water with white glue and brush it on like a varnish. It will dry in an hour or so. And hey presto! you have a giftable craft. The bowl is made of paper, so you can't eat soup out of it, but it's great for holding keys, change, etc.
Also, you can add a drop of acrylic paint to your glue wash for a subtle coloring. Add a spoonful of glitter, too. It will look even better.

cut out a picture, like a family photo or a cool magazine pic or something, glue felt on the back, and lay popsicle sticks over the four sides of the picture and glue them down like a frame. Then you can use paint, markers, glitter, etc to decorate your "frame". Several layers of popsicle sticks give it a nice effect. You can also tie/glue a loop of string at the top of your finished photo frame and tell them it is intended to be an ornament. I'm not sure how old you are, but when I was younger I made these as ornaments for my mom one xmas and she loved them. You can be as creative as you want, ornaments are always a great gift and especially if you use family photos in them. Hope that helps! Have a great holiday.

What about making a Christmas manger scene? Felt, popcicle sticks, glue, markers....
You could make a frame out of popcicle sticks and decorate it for each person (find a nice picture with them and put it in)

Bake them brownies and give them a card with a gift card in it (whatever you can afford). Other inexpensive ideas: *pictures printed off the computer in a cheap frame *a nice sweater you never wore, but think grandma would look great in *cosignment shops have NICE holiday nick-nacks (treat trays, candles, candle holders, etc.)

Gifts of service are always appreciated. For instance, if you have a sister who is swamped by child care offer to babysit for an evening so she and her husband can go out. Do you have an elderly member of the family? Offer to do house cleaning, or the running of errands, or drive them to the doctor.
You know your family and friends and what each person needs and it sounds like you're an inventive person so this would be perfect for you.

you can make pic frames and place family's pics inside of them or make a scrapbook and write cool notes uder the pics. you can also make a chrismas collage using pics from old magazines as well.

get on art.com and find something your family likes and paint the picture.
ex.
if your mom likes ballerinas then draw then paint a ballerina
