can some one tell me how to download files to a cd like you would do to a floppy

Win XP has built in support for this.
My Computer>Right click on the CD Burner >Properties>Recording Check the box enable CD recording on this drive.

Then drag and drop files to it

I'm assuming you mean a CD/RW and that you have previously formatted it with the software that came with your burner. I have two burners and each requires that a CD/RW be formatted before it can be used as a floppy. Check the user's guide.

When you opt to save, treat it as a "save as" and at the top of the dialog box, click the down arrow until you see the drive letter which is attributed to your burner.

You need a CDRW or DVDRW and format the disc prior to wanting to save any information to them. After formatted just keep the blank disc in your drive and everytime you want to save a file to it, you can save as> in applications or right click the file itself and send to> (cdrw/dvdrw drive)
