Churchill was a lieutenant in the British cavalry the Fourth Hussars and in 1895 saw action on the Indian Northwest Frontier. In the Sudan he took part in the battle of Omdurman.Churchill discharged from the army and became a war correspondent. During the Boer war in South Africa, he was captured by the Boers but managed to escape back to the British lines.
Churchill became the First Lord of the Admiralty in 1911.
After the failure of the Dardanelles campaign in 1915 Churchill joined the British Army and commanded a Battalion of the Royal Scots Fusiliers on the Western Front.
As a strategist Churchill made two disasterous mistakes, one was Greece where he weakened the Western Desert Forces to try and save Greece. The other was the fall of Singapore to the Japenesse.
His greatest skill was diplomacey in gaining aid from the Americans and formulating a strategy with the allied leaders Roosevelt,Stalin,DeGaul for the final victory.

On the first question - Yes W. Churchill had a fair amount of military experience. For instance W.C. served in the many battles and what not in India. He was also marginally involved with the Boer Conflict. However he was also Lord of the Admiralty in WW1, the man responsible for THAT Gallipoli stuff up...
For the SECOND point - he didnt really develop the stategies employed by the Allied powers very much. He was a figure head and a leader - but credit must be given to the military commanders who SERVED his government as they were the ones making the hard decisions on a daily basis.

No he was not capable to handle the stradegy in WWII but he was capable as a leader to listen to the men that were in charge and then make decisive moves based on the men in the War. Like all good leaders, they listen to their advisers and see what is best for their country.

Yes at the Battle of Omdurman in Sudan in the 19th century and he was in charge of the British Navy during WW1.

Yes,and he came from a long family line with military experience. However I don't believe that his military experience was what which made him a great leader. Also his personality was perfect for that exact point in time with the British people.
