What's the best site to buy a new or used Verizon cell phone for cheap?

Ebay or Amazon, make sure if you are looking for a phone, its a Verizon device,or an unlocked device from the manufactorer, but you still have to watch and make sure all the features you want to use are going to be compatible with that phone. Like I know with cingular, even if you change the settings in some unlocked phones, you still cannot access the internet.
