Only on trucks, I'll explain. On cars the closest thing was a device that came on some of the "higher end" (priced ) autos. For example , the 1964 Oldsmobile 98 had an adjustable needle that looked just like the needle that told you your speed it was on your speedometer head and was adjusted by simply turning a manual adjuster knob (located on the right side of the speedometer head) as the speed registering "needle" would approach the preset value that the driver had selected a small amber light (also on the speedo head) would start to emit light and simultaneously a buzzer would start at a low volume and proceed to a full buzzing noise that would either cause you to slow down or you would get and angry at the buzzer and "flip it all the way to the right , past 120 MPH so that you could go as fast as you wanted too. On commercial sized trucks a simple nut welded in the floor under the gas pedal along with an adjusting "jam" nut and bolt would be adjusted to stop the gas pedal at a desired height from the floor and later the same type method would be used at the carburetor to stop the throttle linkage. any info needed on "modern" devices of this nature can be re-posted under a different question format and I will try to help.

Only trucks and tractors had speed governors. Cars and pickups now have a speed governor of sorts called the automatic shutdown relay. When a predetermined speed is reached the computer shuts off the fuel to the engine.

Yes, but they were sometimes removed by crafty owners.
