Ok I am Throwing my 1st LAN Party and I have a few questions. Well First I Need To Know If I wanted To Play a game during a LAN Party do I have to buy every gamer in the party a copy of the game. Actully that is the only question. Thanks

Depends on the game. The normal rules of that game apply. Example, for WOW, each player needs an account in order to play normally. When you LAN the machines together (example, set one machine up as a game server), each player still needs their own account.
Some games just need you to install them with the disk but do not require disks in the machine or separately registered accounts. These will work. Of course, you still need to comply with the EULA if it requires each player to own a copy.
Normally, with a LAN party, each person coming is responsible for being able to play the game that is agreed. This is usually done with each player bringing in their own machine that has a registered version of the game.

Legally speaking yes. Most LAN parties state that each gamer must bring their own copy. You can also charge a fee. I would also recommend that each person be required to have a 1000MBit wired Ethernet adapter. You can use the money to get a nice switch. NetGear has a nice unmanaged switch:

If you want to VLAN off game segments look at getting a managed switch that can VLAN
