My example is I am blonde. I am blonde with an above average IQ.
Yet when I dont want to do something I act like your sterotyped blonde and pretend I have no clue what the other person is talking about.

Yes, it is perfectly logical. If you are a fool how could you be skilled enough to play the role of the wise man?
Maybe it would depend on how foolish and in what ways this theoretical fool is. It is possible to be cunning but not wise.
A wise man however would know when and how to play the role of the fool or better yet, to just be himself.

Yes. I guess a wise man would be wise enough to know how to act stupid. The fool, on the other hand would not have the knowledge to back up his act.

Definately.
There is something about an intelligent person's look, mannerisms, expression, articulation, etc. that is impossible for someone who doesn't have "it" to duplicate.
Look at some well-known and well-played ditzes or idiots on TV. Lisa Kudrow (Phoebe on Friends) was on her way to being a scientist when she decided to try acting. Megan Mullally (Karen on Will and Grace) is an incredibly intelligent woman, but she played an abolute ditz (complete with the voice) better than almost everyone I've ever seen.
