Here in Australia there was a lot of discussion about that,however one was clear:the animal felt threatened and defended itself from any attack.The rays are very cute looking animals,however if they feel danger they would probably react as they reacted to Steve

In a way I think it could have been both. The ray could have been threatened by Irwin. As well it could have been an accident because maybe Irwin was unaware that there was a ray near him.

It was both; Steve Irwin was accidentially stung by the barb of the manta ray, but died before help arrived. That should put you at ease.

They said, it was freak accident, many people get stung by the
barbs and live. This instant, the barb stung into the heart region
and did the croc-man in. The poision went straight into the heart
thru the blood vessels in that area. He was dead before he ever
reached the hospital. If he would have got stung in the arm or
leg he would have survived.

rays do not 'attack' ppl... when they are scared they will protect themselves... simple as that.
