Technically speaking, refilling a laser cart just involve 3 steps
1) Punch hole in cart near toner reservoir
2) Pour in toner powder until sufficient
3) Fill hole with temperature resistant material, probably some sort of rubber plug.

However, toner is very messy, smaller than even dust, spreads over everything. I have seen some laser refill kits, but in general I just buy refurb'ed/refilled cartridges.

The laserjet cartridge consists of the toner portion as well as the 'drum' as you call it.

The drum is not refillable. It is something like a roller which enables the cartridge to make the images.

If you want to refill the cartridge, you need to refill the toner portion. You can do it yourself by buying the toner powder or go to the IT mall. If you are in India, that should readily be available. I was at the IT mall in Delhi and that's all over the place.

Just be aware though, that if you do refill laserjet cartridges, they can be extremely messy and can leak all over your printer. In which case, you can say goodbye to the printer too.

You should not own a laser printer if you can't afford the toner cartridges.
