Assume that they're looking at stuff you don't want them to, and until they stop erasing the history they can't use the PC anymore.
Why would they erase the history unless they're doing something "naughty". Don't be passive and look for "clues", revoke their internet priviledges until they learn to stop clearing the history.
Another good rule, no internet with the door closed.
And visit them occasionally when their surfing.
As the other post mentions, you're the parent, get tough, they're misbehaving.

Depending on your setup, you have a couple of options. As another already suggested you can install a keyboard tracker.
On the other hand, if your kids are bright, which they seem they are since they know how to erase their tracks, they will probably figure that out.
If you have broadband, you can check the router logs to see what sites they are browsing, but this is more advance on your part
An easier way is probable to restrict access to domains via the Filters on your router.
Lastly, you could use a network sniffing program which actually looks at all the traffic moving across the local network.

Sorry, if they erase the history, then there is pretty much nothing you can do. As for email, looking at someone else's email is as bad as stealing their postal mail and I am disgusted at anyone who does this.
Also, the reason I awarded thumbs-down to some of these posters is that they do not believe in a little privacy. Come on, nobody deserves to have their email hacked into.

The best answer is to move it to the living room or where ever you can constantly see them. If you can't do that take the computer away from them and don't let them use it. To check what they send in there mail there is a sent folder that will show everything they have sent then there is a trash folder which shows everything they have deleted from there inbox.

thats what i use and if you are trying to get in to there email your **** out of luck becuase they guard that up realy well thats the reason i use it. now if your trying to see if they look at porn or not then look at the history. usualy they are smart enough to delete it so u may have to do a search for Temporary Internet files and go through there looking for porn pictures. if you find any then yes they are looking at porn. now being able to tell where theyare getting it from or who is doing it is alot harder. U sound like my mom. lol. She alwase tryed to get me to stop looking at porn and every time she caught me i fixed how she caught me. if you realy dont want them to then go to your internet options and go the the security secont and put a password on the computer or download the program NETNANNY it will work too. come on let them live a lil :D

Do you think you have done a good job as a parent?? If so you really shouldn't worry i mean its pretty normal for kids and stuff to be curious about all of that and it doesn't give you the right to invade there privicy and read e-mails they send.

If I were you, I would hid a camera in the room, point it directly at the computer and have it record everytime motion was on in the room. You will have all the answers you need. It will take some work to set it up but what fun
