Hairs in our pubic region, under the arms and other places of the body serve basically 3 physical purposes: 1. reducing the friction effects, 2. Oiling the area (from the sebaceous glands at the root of the hair) to prevent common infections as well as for easy frictions of the area, and 3. Producing sex instigating feelings to opposite sex.
Now, one can easily think why these hairs start growing at the age of puberty in our special regions of the body.

The hair grows there because when people use to wear loin cloths it protected against debri harming that area of the body much like eye lashes and eye brows. Also some people can have more hair down there due to hairiness in the family.

Genetics and evolution- the hair is "told" to grow there. It's purpose is to reduce friction while having sex.
