Besides a gift car and everything else people have mentioned, I'd say a nice blanket.
If nothing else, if the person doesn't like it, they can donate the sucker.

Try the book store Borders. They have some really cool gifts under 20 bucks! And I'm not just talking about books only. Try seeing around the store and they have a bunch of grab bag displays.

Can't go wrong with a gasoline gift card. But other goodies might be an insulated travel mug or a gift card to a book store.
