If you feel cold, it's too cold for you. I wear shorts and short sleeve shirts around my house (inside) all year long. I stop wearing the shorts outside when it gets consistently cooler ... in the 40's or so, every day. I still wear the short sleeved shirts though and I'll change back into short pants when I back inside. I just am more comfortable dressed that way!
I was out this past week in shorts and a sweat shirt over a short sleeve shirt. It was cool, but not cold, by any stretch of the imagination. When an older woman saw me in a grocery store she said ... "Oh it's so cold outside" to which I replied ... "Then be sure you dress warmly and you'll be good to go"!. She just smiled!

I believe that it depends on what you are used to. If you have been experiencing 70 to 75 degree weather, then suddenly it's 60 degrees, and you're still wearing the same clothing, naturally you're going to feel cooler.
If you've been living in Minnesota, and the temperature has been down around 10 to 15 degrees, and the temperature rises to 60 degrees, wearing a short sleeve shirt probably will be quite comfortable.

Nope I don't think it is too cold for short sleeves. In fact I think 60 degrees is very warm!

It all dpends how your bod is. If it likes to be warm in that temp, then no. If you feel it's warm for your body to wear short sleeves, go right ahead. But if the 60 degrees is unusual, I dont reccmend it, becasue your asking for pneumonia. wear a JACKET.

Personal temperature preference is extremely relative. Living in Maine, I wear T-shirts when it is forty degrees out. My cousin from California had a jacket on when it was 60.

never wear any long dress or skirt because of my elevation, it makes you look shorter and fatter.

Not if you can handle the cold. I'm a huge ***** when it comes to cold. A guy where I used to work selected in the freezer for half an hour in shorts and a tee shirt. Its -15 in the freezer, theres fans blowing the cold; I get cold wearing a freezer suit...
