No, but administratively speaking, you can give 2 answers :

- if France is only metropolitan France the way everybody knows it, no, it was far from being free from Germans...

- if you consider the colonial Empire to be also part of France, than you can say a major part of French territory was free from Germans :) But in fact, apart from Algeria, the colonial Empire was not considered to be integral part of France.

No they were occupied and lots of battles, read the battle at Normandy, (Normandy Invasion), www.history.com. Also the French were in the service of the Germans in Morocco, as well as all of France's other possessed territories.Some were able to work the underground and fight with us, but it was very hard for them since they really had no military at the time the Nazis marched in.
