The Palm Pilot using the palm operating system.
The Pocket PC using a version of Windows.

Palm was the first operating system for hand held computers. It is less powerful so runs better on cheaper systems.

Pocket PCs don't use the full version of Windows, but is more powerful than Palm. But Pocket PCs are usually more expensive.

You have to think about what your use is now and in the future. Palm is more in the PDA (Personal Digital Assistant) range, while Pocket PCs give your more compatibility with your desktop and laptop computer.

Palm Pilots use the Palm OS, and Pocket PC's use the Windows CE, or Windows Mobile operating system. If you use a PC, then i would use a Pocket PC, because it will have more seamless intergration, but if you use a mac like myself, then I would use a Palm. I have 2 palms currently and have owned previous ones, and they are a firm product, although I think their quality has gone down some. I say this because when the screen on one of my new(at the time) $500 Tungsten|C, i called Palm, and they were not very helpful at all, becasue i was 2 days out of my 1 year warranty. However, if the idea of a Pocket PC allures you, and you use a mac, then there are 3rd party syncronization softwares that use iSync. Overall, Palm has a solid operating system, but bad customer support, and Pocket PC's have seamless intergration with PC's, and 3rd party applications to sync with macs.

They are 2 separate operating systems. Kind of like Windows and Mac for computers.

Programs written for one operating system will not work on the other.

Pocket PC is a highly unstable system. Palm is much more stable and user friendly. Unless you have a special need for Pocket PC I would recommend you stay with the Palm system.
