In 1963 Valentina Tereshkova (Russia) was 26 when she first went up in Vostok 6. But, Laika the Russian dog was possibly in her/his teens in dog years previously.

Yuri Gagarin, I believe, was 27 years and 34 days old when he flew aboard Vostok 1 on April 12, 1960, having been born March 9, 1934. He is still the youngest human to have flown in space. April 12, 1961 incidentally is exactly 20 years to the day before the first space shuttle mission was flown (Columbia, STS-1).
