Warped rotors. OR--if it is doing it ALL the time you may simply have a bent wheel or an unbalanced tire on the front.
after I posted my answer I see the guy above me said calipers. Yes, it can be those also.
But check the unbablanced tire or bent wheel option first. Those are a heck of a lot cheaper to fix than calipers.

do you have drum or disk brakes. could be warped brake rotors and or bad brake pads. could be worn suspension parts in the steering. take it to a dependable mechanic to have it checked

It could be a few things
1. the lug nuts holding the tires are loose
2. the frame is not straight.
3. change your brakes they are bad.....
