cheapest way is thru "key words" in your html header. these get picked up by search engines. 1 billion people are search for topic.
if you have one that interests many people, then you'll get hits thru goggle, yahoo and other search engines. cheap marketing. first bring them. a lot of them. then ask other similar sites for mutual links. more cheap marketing. always first free. charge later after about 10,000-100,000 hits minimum. perhaps your site should always be free because you sell other things on it.
go to bulletin board sites and drop you www. address often. this also gets picked up in combination with your topic or other key words. cheap cheap cheap. make your site able to recieve messages. these also get picked up by search engines. use chat rooms. make your own. forums work well also.
you asked for cheap. none of this costs anything. just get active.

I agree with the keywords and title idea above. The search spiders will find them. Depending on what you are doing, you may show up high or you may show up way down the list. For example, I'm nowhere to be found for "website design & consulting"....but if you look under "website design & consulting Asheville" (where I live) I come up in the top ten on both Google and Yahoo.
With that said, a great free method is to add a signature to your outgoing emails. You can go into settings and set this up and it will be there automatically. Something simple like "Visit my site at (insert site here).
Another way is to post on forums such as this. Make sure to leave your site.
I printed up 100 flyers for about $7 and hand those out as well.
Tell everyone about your site.
Make Business cards on http://www.Vistaprint.com or at home.
Make a bumper sticker at http://www.bumperstatements.com

Additional ways: 1. Put your website name in your signature so that when you post to forum (without spamming forums) people can look it up. 2. Use off-line media if possible, get interviewed by local newspaper, radio, school newspaper, etc. 3. Find other web-sites that are similar and try to trade links with them.
