For students admitted Fall 2006:
54.7% had 4.00 or above
14.7% had 3.70-3.99
4.3% had 3.30-3.69
1.3% had 3.00-3.29
1.3% had below 3.00
But UCLA has changed to holistic review this year (Fall 2007) so the GPA ranges are likely to fluctuate because application process is now more focused on the personal statement which should highlight your academic achievement, special talent highlighting your motivation, dedication, and/or initiative to achieve, your potential to contribute to the university, or special circumstances like hardship, etc. Berkeley publishes a guideline on how to write your personal statement which is applicable to all UCs (including UCLA) at: http://students.berkeley.edu/files/Admissions/Personal_State_07.pdf

apply to spring following the first fall... huge numbers of people drop out their first fall semester from all public colleges - the bigger the school the more slots they have to fill up in the spring, so take a vacation and get over thinking grades are everything . Develop your personality and confidence in what you have learned and where you want ot go with that or - well you may wind up one of those dropouts anyway because you thought getting in was everything . plan ahead and think of what you actually want to do with your college education - that will save you years and thousands of dollars of aggravation. I am Certain you get in wherever you want to go, so go get it.

A 3.5+ is honors level and a level to strive for. If you apply in the summer, you will have less competition than you will if you apply in the fall.
Best wishes.
