first, the islands are not actually named "island 8" and "island 9"
second, you will need certain "tickets" obtained from "hotspots" that are sometimes brought along certain nintendo events (of which there are like 3-8 a year, in the USA)
third, click here - http://www.psypokes.com/rselgfr/events.php - to find out why you are probably never going to get these tickets
fourth, if you watch http://www.pokemon.com it will announce when there are special events, like the mew event this past sept 30, 2006, 12-4

I'm pretty sure you need the Aurora Ticket to do that, and you need to get that from Nintendo, in other words a special Nintendo event.
