happy birthday is the right thing to say. You can also say ' best wishes', or anything positive.

"Happy 14th; I hope you have a ton of fun!" That's what I always got on cards when I was younger, and I thought it was just the right mix of causal and caring.

My sister is that age... I write "Happy Birthday, (Name of person here)!" ...That's casual.
