Really depends on the type of music you like. Strats are cool if you like the blues, and you can certainly get a cheapo one, which shouldn't be confused with something worth a crap.
If you like metal for example, you might want to get something with a humbucker. My advise, is go down to the local guitar store and tell em what you want and see what they try and sell you.

Ibanez are a good quality and fairly affordable guitar for someone just starting to play. They don't have a particularly stylised sound so you can play basically any type of music with them.

A lot of people get the "Squier" starter-pak, which i think was the afformentioned "Fender strat" for $149.00

i know target has electrics but i dont know how much they are.
