Perhaps the best school for this sort of thing is the Fashion Institute of Technology (FIT) in New York City. FIT is part of the huge State University of NY (SUNY) system and it charges very good in-state rates for NYS residents. FIT offers all sorts of college degrees, including art, design, science, business and lots of others. Another great school for this stuff is the Rhode Island School of Design (RISD) in Providence, RI. It can be pricey, though.

Why would you want to study fashion at any place that wasn't devoted to fashion? It's like asking where you can study medicine that's not a medical school.

Your best bet is the Fashion Institute in NYC. That's the place to learn the rag trade.
