Is their anything I can do to improve the visuals (new component cables etc.) or is it time to upgrade to a new system?

yes. there's a way.
Probably it looked horrible because you are using AV cable (the red, white, and yellow) thing.
AV are meant for 480 i (Standard TV).
If you have a standard input, and you scale it up on your LCD HDTV it actually make things looked horrible...
The analogy is like enlarging small pictures into the size of a poster (it become pixelated and jagged).

One way is to set your PS2 mode to progressive scan (change your PS2 ratio into 16:9)..

After that, just throw away your AV cable.. It is useless now.
Go to electronic store and buy a component cable (many suggest the brand 'monster'- i dunno enough to tell you to favor that expensive brand over the CHEAPER one).
the component cable has 2 red, 1 white, green, and blue cable in it (or 5 inputs). Try to buy the one that has 24k gold coating for better quality (probably cost you about 29.99 dollars).

Plug it in and voila your PS2 should play in 480p (High Definition).
It should make you happy..

PS: MAKE SURE THAT YOUR LCD SUPPORT HDTV!

Actually sorry to say this but most lcd tvs are not very good for video games in general. You need a tv with high contrast like 1200:1 or better as well as a fast response time like 8 milliseconds or less (this will help prevent blurring of the images.) Some Samsung lcds now come with a special game mode that helps improve the visuals. But your best bet is to probably upgrade to a newer system.

Which LCD tv did you buy? I think the resolution of your tv is low, that's why it looks so bad.
