recently put a new motherboard in it and tried another video card in the slot. but the monitor still didn't recieve signal on it. motherboard has a on board video card on it

It could be that the motherboard's on-board video is disabled. Check your BIOS settings for that. If it's enabled, make sure the cables are properly connected. (You've probably already done that.) If the on-board video is bad but you put an external card in, you may still have to disable the on-board video in the BIOS.

Are you sure the monitor itself is good? Can you connect it to another machine to verify?

Have you tried the on-board video? If it works there, then the problem is in the BIOS settings. If NOT check your video cable.
You have to turn OFF the on-board video and turn ON the video card in the BIOS. (On SOME systems you can use a separate monitor on each connection for a dual monitor setup.)
