No, as one reads in the news reports that most of people who die are men (Eg Iraq, palestine)
Your target consumer group being only women who are restricted in many ways to go out especially in the time of conflict or tension would not help in selling the bulletproof burkas
The socio-economic conditions would also severely limit the number of women who would be able to purchase such an expensive burka.

99.99% of the Middle East is safer that most American cities.
And, the wearing of burkas is by no means universal in the Middle East.
Knock yourself out, but I'm thinking you have a limited market.

It's possible. If you have some money to start with, you could hire some engineers and develop a bulletproof burqua, then patent it and go find a company to manufacture and market it for you. I don't know what the demand is for such clothing, but hey, at least you'd be the first one to try it, and nobody ever got really rich without being innovative.
