Because the trend had already been identified, since most of the US' neighbors/fellow OAS members are spanish speaking nations. It's the natural and logical conclusion. Why do many Israelis know Arabic? Because they are surrounded by mostly Arab states.

Don't know, but it was a good idea - 30 years ago 300million people spoke Spanish - so lots more now!!! And Isn't Spanish going to overtake English in USA?

Someone had a LOT of foresight when the curriculum was developed. Third world countries like Venezuela, one of the last sources of oil, will likely be the future dominant countries.
