i think the permanent solution to this problem is to get the carpet professionally cleaned by a company that has the equipment to powerfully extract ALL the water from the carpet. if you try and do it yourself, you'll NEVER be able to get out all the moisture. theres probably moisture still trapped under your carpet and the mildew and smell wont go away til its gone. you could mask the smell or absorb it with baking soda, but you really gotta get rid of the underlying problem.

If all cleaning doesn't help,,,,,,then you've spent enought money to get it replaced.
